Is an Energiepass obligatory for non-residential property?
No, as of Dec 2009. An Energiepass (passeport énergétique) is only obligatory for residential property. For non-residential property such as schools, office buildings, nursing homes, an Energiepass is not yet required. Currently, there is a new directive in discussion for non residential buildings which is expected to become law in the latter part of 2010.
In which cases must an Energiepass (passeport énergétique) be provided?
An energypass (Energiepass / passeport énergétique) has been obligatory since January 1, 2008 for new constructions or renovations where an application for planning permission is required. Since Jan 1, 2010 and energypass in now obligatory for the sale or rental of existing properties. An energypass is also required since Jan 1, 2010, in the following cases i.e. where renovations are made to an existing property or to the heating and ventilation systems even where planning permission is not required, where a significant affect on the energetic performance of the property is made.
What is an Energiepass?
The energypass (Energiepass / passeport énergétique) is a certificate of the energy efficiency of a building. With it, interested parties can identify if the property has low or high energy consumption. The energypass makes it easy to identify the energy consumption of buildings and homes through simplified images. Even the holder without previous technical knowledge can determine the energy quality of the building.
